Will an imessage send as text message when receiving phone turned off iPhone

Imessage will send as an imessage. When that phone is turned on, it will show as delivered once it sends from the server.

Ok because I know we both have service and internet, yet it keeps instantly sending my imessages to this specific phone as text messages.  Imessaging works normally for other people I am messaging, so I am trying to figure out why it is doing this.  I know that both phones have imessaging enabled as well...

Mine does that sometimes too. Not sure of the cause. they get the message anyway.

If you have Settings>Messages>Send as SMS set to "On", I believe the messages will be resent as SMS. That appears to have been my experience.

When I turn the "resend as SMS" feature off, it still sends this person a text message rather than an Imessage
