There are some great apps like iblocker or call manager that need jailbreak.. why apple doesn´t provide it?? it´s one of the most wanted apps... ????

Because true call blocking must be done at the carrier level. None of the apps available offer "true" call blocking.

 

However, you can suggest Apple provide an app, here:
