Voicemail Indicator not working iPhone

Ive spent about 4 hours on the phone with both Apple and ATT with no luck...then I finally got hung up on and gave up for the day. My issue is when I get voicemails they do not load to visual voicemail, nor do I get any indication that I actually have any voicemails. Apple went through resetting my network and all settings to try and force a new phone voicemail setup. The iphone will still not connect to the ATT voicemail box. I had ATT reset the voicemail box on their end and try several other tweeks. Still no dice. This problem all started when I did a phone restore 3 weeks ago. Any suggestions?
