I am writing from Turkey and I have an iPhone 4 is locked.Since I live in Turkey.I am willing to request an unlock code via Email.

i'm sorry for bad English.I'm outside of America. I lives in Istanbul in TURKEY. But, Im DEAF. I dont listening calling. I'm sending of messages Please, I want to unlock my iPhone four. I'm %48 disabled DEAF. Please help me.

You will have to contact the carrier to which the phone is locked. Nobody else can legitimately unlock the phone.

I would guess the carrier is not available because the carrier is  in the U.S. and not in Turkey.
