Unable to add new words to user Dictionary iPhone 4

The edit user dictionary feature is designed to help people writing Japanese or Chinese. It allows users to pre-set which Chinese characters should appear when they type a phonetic version of a word. It’s commonly used for names of places and people and is a common feature of most character based input systems. That’s why it’s appears only when a Japanese or Chinese keyboard is activated.
Heres a workaround:
Open Safari in iPhone, and open a new browser (very important!). Now tap the Google search field and start typing the word you want to add to the dictionary. Tap “Google” button to launch the search. Now you can close Safari, and the word should be in your dictionary.

I have tried with both the Japanese keyboard and/or the Chinese Pinyin keyboard. Im able to add custom words with my old 3GS phone and with my friends iPhone 4.
But, on my iPhone 4. The + button in the upper right corner simply isnt there for me to tap it to add a word to the dictionary.
I tried your suggestion with the iPhone Safari trick and it didnt add the word into my User dictionary. With the User dictionary, Im able to add proper names with the correct capitalization. Im currently living in Asia and the names of Streets and Train Stations that I type frequently I would like the auto correct to fix automatically and with the proper capitalization. I was previously able to do that with my 3GS.
Any other suggestions? Im considering doing a firmware reset if there are no other suggestions.

As far as I know, the Edit User Dictionary is useless for anything other than Chinese/Japanese input, where it sets up custom translations from pinyin or yomi latin input to Chinese/Japanese Kanji characters.
I am curious what it is exactly that you think was changed in the behavior of your English input in, for example, Notes, after you added a word to this dictionary?

I think youve misunderstood my problem. Heres a screen capture of my User dictionary.

Youll notice that the + button in the upper right corner is missing in the interface.
Even if I was to use it for the expressed usage for the Chinese and Japanese input. I CAN NOT add my own words to the dictionary.
Its not a problem of how to activate the User Dictionary or even how to use it. The problem is that the interface is broken and I cant use it at all.

A reset is really the only option offered by the iphone for trying to fix such things.
