i reset my iphone. and now it wont let me unlock it or anything. i even tried cutting it off and that doesnt work either

Connect iPhone to Wall Charger and Reset, hold both home and power buttons until the iPhone begins to start. Can take about 20 seconds of holding both buttons while on charger.

i connected it to itunes, and it popped up the 'connect to itunes' logo on it but it isnt doing anything.

Click the Restore button of iTunes.
