When I press the sleep/wake button on thre top of my iphone 4s to shut it off, nothing happens. I don't get the slider to shut it off. absolutely nothing.
When I hold down the sleep/wake & home button to do a hard rest the scren goes black and the apple logo appears, BUT the apple logo flashes on & of every 5 seconds, 5 secs on, 5 secs off. I let this go on for 20 minutes. The only thing i could do was plug it into my laptop and it forced the iphone to start.

If your phone is that new, definitely take it to the Apple Store... it's under warranty and they will replace your phone if it's a hardware problem thru no fault of you own.
If your phone is out of warranty you can turn on "digital" versions of your hardware keys. Go to settings > general > accessibility > assistive touch > "on". A small white dot will show up on your screen, which you can move wherever you'd like to keep it. Tap the dot, tap device, and there is your lock screen, which if you hold down will bring up the power off red arrow. You can use these buttons the same way you would the "real" button.
I returned the phone for a new one, they said they have had this issue often
