ONLY the carrier the phone is locked to can authorize unlocking it. Contact them. If you don't meet their requirements for unlocking, then you're out of luck.

Locking and unlocking is 100% a carrier issue.  This has nothing to do with Apple.  The carrier to whcih it is locked is the ONLY source for unlocking.

This is not an Apple issue at all.

As the others have said, that's completely up to the cell carrier. Has the carrier refused unlocking?

I have no idea what "excuses" you are referring to, but service is pretty easy to find assuming you are in a country where Apple is officially selling their products. For starters see:
