I am completely stumped.
I made some custom ringtones from myxer.com; they are all under the standard 40 secs. I had no problem syncing them when my iphone was 3.0 OS, but after updating to 3.1.2 only one of my ringtones will sync. Out of 15 or so, only one random ringtone will sync to my phone at any given attempt. iTunes says that they are synced to my phone, but when I check under custom in settings, they are no where to be found. The ringtones are all m4r.
I have been unable to find any solution after extensive searching on google. I even called an Apple customer service agent and she said that iTunes was now only allowing purchase ringtones to be synced. Is this true or am I doing something wrong? It doesnt appear that any one else has this problem...

Yes, ITunes will now only allow ringtones purchased via the itunes store, or ringtones you create yourself by right clicking on a song downloaded from itunes and choosing "create rintone".

However, the hack for creating your own ringtones from any file and syncing successfully still works me, but I have not updated to itunes 9.0.2 yet. I'm still 9.0.1.

Oh and BTW, they must be 30 secs or less.
