I just retrieved my IPhone from 20 seconds in fresh, cold river water.
It was on and not powered down.
What can I do to resume operation?
Please advise.

Basically be patient, don't panic, and wait at least a day to turn it on. Dry it off with towels, don't shake it too much, and use a vacuum (not a hair dryer) to try to dry it out. After that you can put it in something like uncooked rice to try to draw out the moisture from the phone.
