(Major beginner here) Yes, I lost my restrictions password. I have no idea how, but that's another day's story.

 

I thought by restoring to factory settings I could bring it back. It's all come back thanks to my handy icloud memory, but so has the memory of my failed 18 attempts into the restrictions password.

 

I don't even see the AppStore on the Itunes app sync page... what to do?

 

Restore again and not repopulate with the ICloud?

 

Any help is greatly appreciated.

You have it right in your next to last sentence. You have to Restore as a new device, not from backup, and then resync all your apps, music, videos, books, etc.
