recovery mode of iPhone 3gs

i forgot password of my i phone 3gs so i entered recovery mode to unlock my i phone after recover  mode i was shoked because my i phone went mad on unlock place instead of  inscription: "slide to unlock" is written "slide to set up" on many languages and it shows no sim even when sim is inside after slide to set up it asks language than country or Region than i tap next and it shows location services  i tap Enable Location Services than next and after next it shows Wi-Fi Networks and choose a Network or Connect to iTunes both of them is not working what ken i do? please tell me give me links of programs which i need and steps which i follow please thank you beforehand
