That statement is completely false.
The laws regarding recording calls vary widely from country to country, and State to State. Including that functionality would require massive overhead to manage its use depending on the locations of both the caller and the recipeint of the call. Logically, it stands that it's just not worth the headaches.

One way to record calls is to make all of your calls, incoming and outgoing, through a Google Voice number.
recordia definitly works with incoming calls as well. I have it set up on my iPhone 3gs. I like it better than GV because there are no beeps or tones.
