receiving error 1 when restoring an iphone 4s

This is most often a bad baseband hardware error. iPhone 4S has full Warranty, make Genius appointment and take to Apple for resolution.

This may indicate a hardware issue with your device. Follow Troubleshooting security software issues, and restore your device on a different known-good computer. If the errors persist on another computer, the device may need service.

"This" is a direct quote from Apple. Apple DOES "service" phones.

I suggest you get a dictionary and look up the word "service."  It does not mean the same thing a "repair" and includes anything done for you, including replacement. 

"the device may need service" where would you get this service? Apple does not service iPhones.

This should state the device needs replacement or at least replacement of the Logic Board.

This iPhone needs to be repaired.
