Hi,
I live in Venezuela, I have an iPhone 4 from Movistar. After 4.3 upgrade I wasnt able to enable the tethering for my iPhone I had asked to my carrier about the issue and they blamed to Apple because of a missing configuration or something else. That statement is true?

No, fact is Movistar does not support personal hotspot or tethering. The option for personal hotspot will only appear if your carrier/provider supports this feature. Fact is, Movistar does not, so complain to them.
