I leave my data off, due to being a new iPhone owner and worrying about charges. Twice my phone service dropped to "searching". The AT&T store said that the phone is defective as phone and data are to separate functions of the phone, person at the help line said data has to be on for the phone to work. Any input from the rest of the iPhone world?
The switch that says Cellular Data is just that, data. The phone should operate if you have data turned off. You would not be able to access Visual Voicemail, or email, the Internet, etc., however you would be able to make and receive phone calls. If you cannot, then the user troubleshooting steps are first power off/on, if that doesn't help, then a reset, hold the sleep/wake and home buttons together until you see the Apple logo and then release, if that doesn't help, then a restore is next, first from a backup, and if necessary as a new device. If nothing works from there, then a trip to the Genius Bar at Apple is in order.

Separate.
There wouldn't be an option to turn Cellular Data off if this were required to place and receive calls.
You need Cellular Data enabled to exchange MMS, and the same for iMessages when not connected to an available wi-fi network.
