Tap Settings App>General>Reset>Reset Network Settings. See if this helps, if still problem. Restore iPhone Firmware with iTunes on computer. See if this helps, if still problem. You have iPhone 4S Warranty Coverage, make Genius Reservation and take iPhone to Apple for resolution.
