Sounds like your phone was jailbroken. Not much you can do if you can't restore it by putting it in DFU mode.

If by some chance you didn't try jailbreaking, you can bring your phone into Apple along with $149 for an out of warranty replacement.

IT wasn't jailbroken and the apple store fixed it for free thanks for the suggestion
