My iPhone 4 had frozen blank and when started to work screen now flickers. Every time I shut it down it re-starts and getting hot.

You can try to do a hard reset   Hold down the lock and the home button

 

if that dont work i would restore the phone

Clean the iPhone charging port with a clean dry toothbrush.
