my iPhone 4 can't make calls

I have a good connection but when ever I try to make a call it says call ended and with my voicemail you can't hear anything

Settings > General > Reset > Reset Network Settings.

Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Has any of this been tried?

Has the carrier been contacted to rule out account/network issues?

yes it has and I have already tried that about 5 times with know luck would you have any other suggestions?

Take it to Apple for evaluation.
