I can click into the app and open it but the screen has that spiral pattern! Does anyone know how to fix this? I've Restored the IPhone 3 times but it doesn't change anything?

This sounds like a hardware issue with the camera (I'm guessing you know this since you posted in the iPhone Hardware forum). When you restored, did you restore from a backup or as a new iPhone? Try restoring as a new iPhone if you haven't already. If it is indeed a hardware issue, make an appointment at the Genius Bar at your nearest Apple Store.
