I am missing the ringtones folder on my iphone and am not showing one in itunes.

To see the Ringtones folder in iTunes (now called Tones), go to Preferences, on the General tab under Show check Tones.  Not sure what you mean by the "ringtones folder on my iPhone".  On your phone ringtones are in Settings>Sounds>Ringtone.
