Missing Contacts iPhone 4

My wifes contacts keeping going away on her phone after we restore it. The phone was mine and when I upgraded it she took mine and gave her lder iPhone to our son. Can it be a sim card issue or is there a setting I need to change? I am at a lost here.

No, it cannot be a SIM card issue because iPhones do not store contacts on the SIM.

 

Where are the contacts stored?  Are they synced to a supported application on the computer? A cloud service like iCloud or Exchange?  Or does she simply relay on the device as the single source (this is a really, really bad idea)?
