My iphone 4s fell in salt water and not working. What can i do? My location is Russia. Is it possible to send my device to apple-USA for repair?

No, you would have to send it to someone you know in the USA and have them take it to any AppleStore and do an out-of-warranty replacement for $199 USD. Apple will not accept a shipment from your and the warranty is not international.

 

You can take it to a 3rd party repair shop and have them open it and clean it. But you need to do it quicly saltwater will very quickly damage the components without that phone.
