I'm having some problems with my iPhone since I transferred my iTunes library from my old Windows XP laptop to a new Win 7 computer. I used the method described at the following link to sync my phone to the new computer:
Since then,I've been having problems:
1) Sync appears to have no effect - new music is not added to the existing music on the iPhone.
2) Since backing up the phone in iTunes, the capacity bar at the bottom of the iTunes screen shows that I am over-capacity by 4.5GB. It also shows that I have 8GB of video, which is still appearing despite my deleting the 2 videos I captured with the camera. iPod shows no videos,so I have no idea where this is coming from. Selecting "About" in the iPhone preferences shows that I have no videos, and 3.8GB of memory available.

Is there some way to display memory usage on the iPhone itself?
3) None of the apps I bought from the iTunes store will run - when I touch the app icon,a splash screen appears briefly, then disappears and nothing further happens.The app icons do appear in the tasks running bar at the bottom of the display, but touching the icons there has the same result - splash screen, then nothing.
I've tried rebooting the phone, to no avail. I don't want to do a restore, since I don't want to be forced to update the OS version to 5, given all the battery life problems I've read about. I'm currently using iOS 4.0.1, and iTunes 10.6.1.7.
Any suggestions?

The amount of storage space shown for Videos does not include videos in the Camera Roll. This is for movies/TV shows transferred from your iTunes library or downloaded direct from the iTunes store on your iPhone.
Try deselecting Sync Movies under the Movies tab and deselect Sync TV Shows under the TV Shows tab for your iPhone sync preferences with iTunes followed by a sync. You may want to do the same for Music followed by re-transferring your selections under the Music, Movies, and TV Shows tabs for your iPhone sync preferences with iTunes.

However, the apps won't download to the iPhone because Sync says they are not authorized on this computer. This could be because I had my old account closed after someone hacked into it on Apple's server. I tried to authorize the computer for a new account,but it won't allow it as it is already authorized.
Is there a way to transfer my app authorizations to my new account? Or some other workaround?
