iPhone screen not responding in some spots iPhone 4S

My iPhone's lock screen ususally doesn't work every couple of days, but today portions of the screen aren't responding to touch. I'm trying to force quit an app and it's located in this area. I tried turning it off and it won't drag to power off.

This problem continued after plugging it into my computer.

Should I restore it? Or will that just solve it for today.

Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these steps in order until the problem is resolved.

If they do not resolve the issue, take it to Apple for evaluation.
