when i connect my iphone and laptop, itunes doesnt seem to recognize the phone has been connected -- im not able to download any tracks from the computer to the phone as a result. also, the two rising notes thats usually heard when connecting a USB cable doesnt play upon connect -- rather, its three rapid, successive low notes. i think that signals that the laptop is recognizing that something is being connected, but its not fully recognizing it?
i dont see any physical issues with the cord, and other USB devices are connected without problem.

Have you tried basic troubleshooting as described on page 34, 132-133, 142 of the manual?
If something is not working right, restarting or resetting iPhone will likely solve the
problem.
Restart iPhone: Press and hold the Sleep/Wake button until the red slider appears.
Slide your finger across the slider to turn off iPhone. To turn iPhone back on, press and
hold the Sleep/Wake until the Apple logo appears.
Reset iPhone: Press and hold the Sleep/Wake button and the Home button at the
same time for at least ten seconds, until the Apple logo appears.
For more troubleshooting suggestions, see Appendix A, “Troubleshooting,” on
page 132.

Hey
Try disconnecting the other USB devices, other than the keyboard and mouse. Make sure the iPhone is directly connected to a high speed USB port on the PC.
