I contacted ATT regarding my purchased Iphone (a year back through ebay) regarding the unlocking the iphone. They got my IMEI number and a week after they have reported with the steps to unlock my phone. (Just connect to I tunes,backup and restore with internet connection). I did the steps but I could not get the successful message in the Itunes. I contacted ATT and Apple. Both of them saying that only other party can help. Any thought on who can help in this case(ATT or Apple)? Thanks in advance.

The Carrier authorizes the unlocking of iPhones. In this case it would be ATT. When you talk to ATT, make sure they are the true Carrier of your second hand iPhone. There are many international Carriers, one of them may be the Carrier of Record and not ATT.
