iphone 4s freezes when i delete apps

when i click the X to delete an app, the iphone freezes.  nothing works.  home screen, swipe, nothing.  if i wait almost a minute or so, it goes black, thinks, then locks the phone.  i unlock by swiping and everything is normal.  but the app still wasn't deleted.  doesn't matter what app.  can't delete any of them.  ideas?

Quickly double press Home Button. In the new icon bar at bottom of screen, tap and hold finger on an icon until the red minus sign appears, tap minus sign. Do this for all Apps. Then Reset iPhone, hold both Home and Power buttons until the iPhone restarts itself, ignore the "slide to power off" slider, let iPhone restart itself. Usually takes about 10 seconds of holding both buttons. After the Reset, try to delete the Apps you want.
