Either way, you would not be able to tell the difference. My vote would be to go for a refurb, as it has likely been much more carefully checked than the ones the fell off the end of the conveyor belt (description for visualisation purposes only - I'm pretty sure no conveyor belts are used... but you get the drift...)

It all depends on how comfortable you will be wih having a used phone that at one time was used by someone else, all of the new IPhone 4S's are Assembled in China, where as the Refurbased IPhones are Electronically Scanned at least 4 times before repair (according to what 1-800-my-apple told me a while back ago), in order to check for any Abuse of the IPhone by the Previous Owner (such as Jail Breaking, Getting the IPhone Wet, etc.) before they repair and resell the IPhone. Just something to keep in mind.
