IIPhone will not ring but vibrates

Have changed I-Phone settings to strum and volume as high as it will go, but when someone calls it vibrates but doesn't make any sound.  When I check the sound in settings, it works.  Any ideas?

See if the mute switch above the volume control buttons is set to silent, you will see a red bar if it is on.
