My iphone 4 has new update 4.3.2. I am able to load apps from itunes on to my phone and move them into separate folders also. But i am unable to do this on phone. Icons are not wiggling. Kindly help me.

Try going into Settings/General/Restrictions and enable restrictions by entering a 4 digit code of your own choice then find Deleting Apps switch to see if that is On. If it is turn it off as it stops you from delelting apps and being able to create folders.

Restrictions is  under Passcode lock it is on the next screen after you touch the General button. This should be off if it shows on then app delete switch is most likely on

Thank  you again. But i dont see even passcode option. Let me tell my options in this window after i press general.SETTINGS/GENERAL/ about, usage, Network, Bluetooth, Spotlight Search, Auto lock, Date & time, Keyboard, International, Accesibility. These are the options i have in general window.

Did you try just holding your finger down on an app icon until it starts wiggling.
