I want to unlock my iphone 4s

I am living in Turkey and when I was in USA for holiday I bought iphone 4S from bust buy jacksonville. when I came to my country back I learned that iphone is locked. and than I connected with ATT&T customer services, they told me that you need AT&T account. but I am turkish person and living in turkey, I dont have this account. they told me we can not help you.

I paid for iphone 749 USD (regullar prices)

and phone is not working in turkey, att says we can not help you.. any body know that what can I do now?
