Yes, but it will not be covered by the warranty.

in a Apple store in Italy they told me I had to pay to get it fixed! In another Store they said they would immediately replace it...then the discovered it was purchased in the states and they told me to send it back to the states to get it repaired. This would confirm your answer! What kind of world warranty is this..I thought 4s unloked are the same all over I was wrong!  

The iPhone warranty is Limited to Country of Purchase.

The same kind of non International warranty it has always been.  The warranty clearly states it is limited to country of purchase.

The only exception is for devices purchased in the EU where the entire EU is considered one country for warrnaty/support purposes.

IM GLAD to SAY...That I just called Apple and they are talking about WWW (not the wwweb) World Wide Warranty PEOPLE...They will repair my phone in Europe!!! This Warranty status just changed 10 days ago. I asked for writen statement but that was not possible! I guess thats another story.
