Open iTunes on computer. Connect iPhone to computer with USB Cable. Hold both home and power buttons until iTunes recognizes iPhone in Recovery Mode. Usually takes about 20 seconds of holding both buttons. Restore the Firmware.

If you can't remember the encryption password, you can't restore from it. There is no way around it.
