I've singed in using Apple ID, I have Facetime enabled, I have reset the networks on the phone, I have reset the phone, after doing all these things and still I can only send imessage texts to another iOS phone and not as a SMS message to other phones or email accounts. WHY? Frustrated.....

iMessage only works between iOS devices.

If you can't send SMS messages, you should start by contacting your carrier and making sure that your account is properly provisioned.
