You can create a new Apple ID without using a credit card for downloading free apps by following this guide exactly: http://support.apple.com/kb/ht2534.  Note that you have to start by downloading and installing a free app, then create the ID.

This ID will be independent of any other IDs you may have created.  After creating the new Apple ID go to Settings>Store, tap the Apple ID shown at the bottom, sign out, then sign back in with the new ID.  Then you should be able to download free apps.
