I have calles AT&T 3 times and opened 3 cases to unlock my iphone, each time they ask to send fax with the proof of purchase, I did it, but 3 day later I received an email in which I read that the case has been closed, after I call at&t to know why they close the case and they said that they never received the fax.

somebody know maybe how to proceed to official unlock my iphone

The only way to officially unlock an iPhone is through the carrier the iPhone was sold as carrier locked with.

Agreed all iPhone unlockings must be done by the carrier who originally ordered the iPhone from apple only they are authorized to request an unlocking from apple. You should continue to contact AT&T once they decide to put you request into apple then they will unlock your iPhone.
