I cannot unlock my restrictions and I can't enable in app purchases because I had previously restricted them. Is there any way to allow these purchases through ITunes on my computer profile page. What if I put a credit card on filr?

no can do. You'll need to restore your phone as a brand new device to remove the restrictions.
