Having Trouble with cellular data and mms messages iPhone 4S

1. Your first question, "is it normal?" is unclear.  Is WHAT "normal"?  If you disable cellular data in the phone settings, it is normal that you can make and receive calls.

2. Cell data enabled is required for MMS.  The media (not text) is sent over cell data and consumes your data allotment.  If you disable cell data, MMS won't work.  However, iMessage will work with cell data disabled.

If your carrier is on this list: http://support.apple.com/kb/ht1937 then it is not normal.

If your carrier is NOT on that list, then you'll have to take the issue up with them. It sounds like you are using an unsupported carrier that has some compatibility issues with the iPhone.

When I off my phone and on it back the next day, I can't make or receive any calls but when I turn on the cellular data network and off it back, I can receive and make calls or messages and is that normal? And the funny thing is that when I can't receive calls it messages, the other line who is calling me hears the calling tone but I can't hear my phone ringing :(
