I am about to buy an iphone 4 from Hong Kong as it is not been launched in India yet. I am told that it is not locked to any carrier so I can use it back home. Is this so?
Will I be able to use features like facetime, 3G, MMS, internet tethering, and avail warranty in India if I buy it in Hong Kong?

If officially unlocked, yes.

Only if the carrier you use in India supports these features. As to your warranty, that will only be valid in Hong Kong.
