everytime i open my music it uses data how i make it stop iPhone 4S

If you are using the music app on the device and the music is stored on the device, it does not use data.

What leads you to believe the device is using data when you access your music?

When I open my music, there is a little spinning circle next to the wifi symbol or the 3G symbol... It only uses data if I'm connected to 3G

Is your music actually on the device or are you streaming it from iCloud?

If the former, something else is accessing the data.

If the later, you created the issue by choosing to stream the music from iCloud instead of storing it locally on the device.
