Edit contacts iPhone 4

I have a IPhone 4 and I use a ICloud account for 3 more IPhones.  In one of the I phone I can't edit or delete conctacts.  I don't have edit options in the right of the conctacts.

Go to Settings>iCloud and turn Contacts to On.

But if a turn on contacts  in ICloud all The contacts the others Iphone appears on this Iphone

True, which is why you may want to delete the account on the phone and set up a separate iCloud account with a separate Apple ID, allowing you to sync contacts, calendars and other data with iCloud without merging data across devices.
