Apple does not offer a menu of repair services except for replacing the battery for an iPhone that is no longer under warranty.
Apple offers an out of warranty or not covered under the warranty repair price which pays for an exchange at a significantly reduced price off the full retail non-subsdidized price for the iPhone. Doing so does not require signing a new two year contract. The cost is $199 plus tax.
I cant recommend a 3rd party repair service, but there are a number of them which you should be able to find with a Google search. Keep in mind that the LCD may have some damage even though you are able to use it. There may be more involved than just replacing the glass.
