couple of different iMessage problems iPhone

I've been having a couple issues lately with iMessage:

1) My message will send as an iMessage, then several minutes (sometimes 20-60) later, it'll disappear and re-send as an SMS.

2) Whenever I send an iMessage, the recipient will receive it, then receive an additional message from my email.

Additional info: The second problem seems to have been happening since I got my iPad a few weeks ago.

Go to Settings > Messages > Receive At. Remove your Apple ID. Restart, then add it back. Is it fixed?
