Could Apple give Camera settings ISO etc. capabilities with firmware upgrade or are we doomed with this simple camera iPhone 4S

I would dearly like to upgrade the ISO for better dim situations, and other settings as well. Does anyone know enough about the Camera hardware/firmware to know if Apple could enable capabilities like this on the iPhone camera (4S)?
