I have a unlocked iphone4s and I am wanting to know if it works with a cut down virgin sim card , and if it does do I need to change any settings

If the iPhone is truly unlocked, then the SIM card from another carrier should work. Cut-down SIM cards do not always work, though, regardless of the phone. Better to get a proper micro-SIM from the carrier if possible (and if they don't provide one, they don't truly support the iPhone and some features therefore may not work).
