I have an ipad, a windows PC and an iphone 4S.  Now I have a second iphone from my job, can I use my appleid on both phones to sync my music and apps?

Yes, all devices can be connected on iTunes through the same Apple ID so you may use iCloud and all photos, contacts, and notes will be in each device.
