Is there anyway Apple could repair an iPhone 4s screen with the glass broken?

There are independent iPhone repair services that may be able to replace the screen for less. Do a web search for "iPhone repair". Note, though, that if you elect to have the iPhone serviced by an unauthorized shop, all further warranty will be void.<
They don't repair, they replace with a refurbished one. It will be as good as a new one.
There is no way for Apple to definitively conclude the damage is limited to the glass itself, which is the reason for a replacement vs. repair.
As of thie posting date, Apple will replace an iPhone 4S for $49 if you purchased the $99 applecare+ plan when you first acquired the phone. Otherwise the standard replacement fee is $199. There is no option for repair of a broken glass screen.
Another option is to let Apple know how you feel about the quality of their product and advise that you won't be spending any more money with them. You can repair the phone yourself...there are several third party glass replacement kits avaiable for around $80 with full video tutorials and phone support to walk you through the processs. They even provide the necessary tools.
Of course, this will void any warantee you may have with Apple. But that might not be an issue if your phone doesn't work...only you can decide.

You're over two months behind. And I seriously doubt that Apple will react to "advise that you won't be spending any more money with them".
