In either case it requires a visit to an Apple Store since there aren't any parts in an iPhone you can replace yourself.

Battery not charging is different than battery is not holding a charge. But in either case, battery is very cheap, about $10. Also you can take iPhone to Apple Store for quick easy battery diagnostic testing, make Genius appointment.
